This negative percentage is the result of the balance of prospects of employment, and intentions of staff cuts. In other words, this negative figure indicates more layoffs in the coming months as the new hires… The detail of the barometer is in this sense clear : if 13% of employers report intentions of hires during the 3rd quarter, 21% expect the opposite to reduce their workforce.
