The French national Assembly approved on Wednesday the draft law of regulation of the budget of 2019, with a public deficit of 3% of GDP, an exercise which was deemed “anachronistic” and “strange” by some mps as the situation deteriorated with the crisis of the sars coronavirus.

The text was adopted by show of hands, with the support of the elected LREM, MoDem, UDI, Action, and Ecology Democracy Solidarity, the same day that the government presented a third draft of the amended budget to 2020, which anticipates a public deficit widened to 11.4% of GDP. The project of law of regulation sets the final amount of the receipts and expenditures of the State budget, as well as the budget result which follows from it. It also allows you to approve the profit and loss account of the year as well as the balance sheet and its annexes.

The minister of the public Accounts Gérald Darmanin has touted a “budgeting sincere” and a draft law on regulation that “fits in the trajectory of the recovery of public accounts operated since 2017” and reflects “the priorities of the government.” It stressed in particular that the deficit “would have been the lowest since 2001: 2,1%” without the “double effect” of the transformation of the tax credit competitive employment (CICE) in relief of expenses. “For the second time since more than 30 years, the government has not proceeded to the opening of orders in advance”, he said happily. These decrees allow the opening of credits in the event of an emergency, which must be compensated by cancellations from other appropriations or additional revenues.

“Back to the future”

Between the draft budget and amending this text, the rapporteur general of the Budget Laurent Saint-Martin (LREM) has joked on a year-referring to “Back to the future”. Several elected officials have also referred to a year “anachronistic” in light of the crisis of the sars coronavirus as “the situation collapsed”, like Eric Woerth (LR). But the elected right-wing has added that even before the health crisis, France was “one of the good pupil of the eurozone in terms of unemployment and public finance”. His group had voted against it.

Charles de Courson (Freedoms and Territories) has also noted a “strange feeling of world change” between the two texts budget, while Sabine Rubin (BIA), critical as the PS and the PCF, was said to have the feeling of “living a day without end” in the light of”a policy of austerity”. Sébastien Chenu (RN, non-registered) has ruled that discussion of the approval of the accounts 2019 was “shifted” in the current context, while saying it was “enlightening” the fact that France had addressed the crisis in a situation of “weakness”.
