The two motions aimed at overthrowing the government, presented by the deputies RN and LFI, respond to the third recourse by Elisabeth Borne to the constitutional weapon. The Prime Minister already drew 49.3 ten days ago to pass the revenue parts of these draft budgets for 2023 without a vote.

The various political groups will intervene from 3:00 p.m. and for around 2:30 a.m., before the Matignon tenant responds.

The RN motion, against a “government deaf to calls for change enacted by the legislative elections”, will be defended by Sébastien Chenu and put to the vote first.

That of the Insoumis, denouncing “a sham of parliamentary democracy”, will then be carried by Clémence Guetté.

The executive invokes a blockage by the oppositions, and the need to meet the constitutional deadlines for examining budgets to justify these 49.3.

His opponents accuse him of triggering it to interrupt discussions before sensitive subjects – medical deserts, communities – and above all of not retaining amendments adopted against his opinion.

The Insoumis are this time alone on the left with their motion. The rest of the Nupes were reluctant from the outset to respond to every 49.3 with a motion of no confidence.

The surprise rallying of RN deputies to one of their attempts did not help.

But “either we do this for the operetta (…), or we do this to say that we no longer want this policy and we take all those who want to join this motion”, pleads Eric Coquerel (LFI).

“And therefore including the RN: never”, retorted the socialist Valérie Rabault.

The far-right group must record its position on the LFI motion at the start of the afternoon.

On the left, the socialists and environmentalists have not yet announced the color. “I think they wanted to reserve the possibility, if the RN votes for it, not to vote for it”, analyzes a government source.

The communist group told him last week “willing” to bring his voice.

On BFMTV-RMC Monday morning, MP LFI Clémentine Autain said she was annoyed by “the little music” on an alliance of extremes. “It’s really starting to bother me” because “everything opposes the far right to Nupes”, she argued.

Whatever happens, the threshold of 289 favorable deputies seems unattainable and the Social Security financing bill should thus be validated at first reading, and go to the Senate.

Before this stage, and in a sparse hemicycle, the parliamentarians got down to work in the morning on the “Ecology, development and sustainable mobility” credits, which will resume in the evening after the examination of the motions of censure.

These credits are up by nearly 29%, at 27.4 billion euros, including the Bike Plan (250 million euros) or the Green Fund of 1.5 billion euros for local authorities .

But the oppositions believe that this is “not up to the necessary efforts”, pointing in particular to “under-investment” in rail. Over 300 amendments were tabled.

Several sources within the presidential camp have indicated that the executive leans for a new 49.3 on the state budget this week.

Since the start of the budget sequence, the opposition has been urging the government to protect the measures it manages to pass.

A fourth procedure of 49.3, if completed, would close the first reading of the budgets in the Assembly.
