Federal Economics Minister Robert Habeck (Greens) wanted to “unleash” the green electricity sectors as early as July last year. In a catalog of measures known as the “Easter Package”, two percent of the state’s area was reserved by law for the construction of wind turbines. Complaining residents or nature conservationists were slowed down with the legal provision, according to which the construction of wind turbines from now on was “in the overriding public interest”. But the government is far behind on its goals – and is dependent on the federal states.
