administrations of the State, central and devolved levels, will finally be open to different profiles, from the private sector in particular.

Until now, only the employment positions, the so-called higher (approximately 700) – secretaries-general, directors-general, ambassadors… – appointed by the council of ministers were open to profiles from the private. That said, in practice, only 5.4% of these jobs are being filled by contractors. It is a question of profiles from ministerial offices.
For 3000 posts of assistant director, project manager, project director, sub-prefect,… licensees of the public service are, in contrast, today’s priority, and 50% of the functional jobs of the administrations of the State are préemptés by the body of civil administrators. This is a real hunting preserve of the graduates of the ENA.
Even if this principle, according to which the permanent jobs in the public service are reserved to civil servants does not of constitutional value, at present it is well anchored in practice by many decrees.
