“The climate summit raises hopes – in spite of shortcomings”

“A good start, but much remains. The outcome from the UN climate conference in the Polish Katowice, a regulatory framework for the paris agreement of 2015, raises hopes at the same time it is criticised for being too vague.”

“Many of the questions were technically difficult to resolve, and negotiations between the 196 countries that ended on Saturday night pulled out at the time. The result was a regulatory framework which means that all countries need to report their emissions and that they are going to compare, through a transparent process.”

“But challenges, such as how emissions trading should be managed and how developing countries should be compensated for climate change and for its environmental efforts, are managed in the future.”

“Johan Rockström, director of the potsdam institute for climate impact research in Germany, is two-fold faced with the result.”

” The main conclusion is that it is a great relief to Katowice came up with a detailed framework that allows for the paris agreement. It has been a great concern with the cracks between countries, with increased nationalism and populism, and the situation in Brazil, the united states and a weakened EU. You must have great respect for the challenge that it meant, ” he says.”

“But the most important thing, to put figures on the rate at which the reduction of emissions should be done to get below two degrees of global warming, the missing, according to Rockström.”

” It was the writes until midnight, but the was never. Then can the countries themselves to decide on the loads, as we have done in Sweden, but there is no guarantee that they will do it.”

“For the countries it will be a stiff job to next year’s climate summit in Chile.”

” Number one is that I hope you keep on working with that level of ambition in all countries shall be in line with the science. The second is that it is a given steps that countries start to report their national plans, to be reviewed by 2020, in Chile, ” says Johan Rockström.”

“Karin Lexén, director general of the Swedish society for nature conservation, is satisfied with that the meeting came to an agreement in a difficult political position.”

” It is good that there is a beginning, the book came on the scene. But it needs to be improved and strengthened in the future. We are disappointed that there is not a clearer wording to reinforce national commitments by 2020.”

“the environmental movement had wished for a clearer articulation of the national commitments to the UN report on climate change the urgent need for a limitation of carbon dioxide emissions, and a promise of all countries to submit revised plans by 2020, according to the Lexén.”

“the paris agreement in 2015 was based on voluntary participation from the countries’ side. The textbook that was adopted by the climate change conference in Katowice, Poland, means that it is now obligatory to report the emission reductions, and how they should be done. A certain degree of flexibility is available for the poorest countries.”

“the Details of the agreement are, however, not yet analysed, and it is unclear how follow-up should be done.”
