Amnesty says in the report ”Time for change” to the number of complaints of rape against persons aged over 15 years increased from 3.535 years 2007 to 5.236 in the year 2017. The proportion of cases which led to prosecution, however, has decreased. 2007 brought in 449 cases, ten years later, the figure was 346.
Amnesty international believes that a major responsibility for shortcomings rests with the Police and points to a number of factors that come into play. Factors as the relevant authorities have identified are not being followed, for the suspects arrested, which impedes the investigation, analysis of the dna sample is too slow and resources are taken from the våldtäktsutredningar to another.
