Representative Kai Kahele (a Hawaiian Airlines pilot and a Hawaii congressman) has used proxy votes to vote on only five of the 125 roll calls this year. Three of his Democratic counterparts have used proxy votes on every vote.

They are among 303 legislators from both parties, more than two-thirds in the House, who have cast proxy votes at least once this calendar year according to records compiled by the Associated Press that show how partisan divisions have been mediated over voting from elsewhere.

The AP numbers show that 191 Democrats (nearly 9-in-10) and 112 Republicans (just over half) have used proxy votes cast by their colleagues in the chamber this year. Although Democrats used proxy votes heavily in the past, only a few Republicans did it in 2020, which was the year that the procedure was initiated.

Proxy voting has not been adopted by the 100-member Senate, which is smaller than the House.

Kahele is a pilot and lawmaker who serves as a member of the House Transportation and Infrastructure Committee, which has jurisdiction over airline issues. He co-sponsored the bipartisan Fair and Open Skies Act which would limit foreign airlines’ ability to fly in the U.S.

Kahele’s office sent an email exchange to his aides in which House Ethics Committee staff advised them that outside employment is allowed provided it doesn’t interfere with his congressional duties or his income exceeds the outside income limit.

When Kahele was asked about his qualifications to serve on a committee that reviews airline policy, his aides responded by sending a statement. They cited his experiences as a commercial and military pilot and his support for the rights of all aviation workers.

His office stated that Kahele earned $2,862 for three flights of approximately 14 hours this year. His office stated that he earned $29152 last year for his first Congressmanship, which was when the income limit was $29595.
