The geopolitical tensions of american-chinese and the crisis of the Covid-19 were completed to convince France and Germany of the emergency to enable european companies to regain control over their data. Bruno Le Maire and his German counterpart, Peter Altmaier give today the kick-off to the Gaia project-X, in which engage the eleven French companies, and eleven German companies, supported by the two States. The long-term objective is to create a european infrastructure of data, to provide businesses an alternative to cloud providers, americans and chinese. In other words, do emerge in a few years a real “ecosystem” european able to provide, store, connect, and share data, relying on servers and services of many european actors, regardless of their size.

The first step will be the establishment of a legal structure that will emerge in the coming months, which will commit at the start 22 of the firms on both sides of the Rhine. Among the French companies, Atos, EDF, Dassault systems, OVH , Scaleway (Iliad), Orange… on the German Side, SAP, Deutsche Telekom and Siemens are part of the adventure. These companies will be the founding members. The structure will be governed by belgian law, and chapeautera a market place in which will be presented a catalog of offerings for storing and exchanging data according to standards and standards european (reversibility, respect for the RGPD, transparency, security, etc.). First services should be offered as early as 2021. Each founding member has put on the table a ticket of € 75,000 to allow the structure to exist.

Risk of foreclosure

“It should not be confused with the French project of cloud sovereign, which will be complementary to” insist on Bercy. Gaia X wants to give rise to a major brake on the cloud market of today: the risk of lock-in. Once the cloud provider selected and the services developed, it is very difficult or impossible for a client company to change it. Including when the supplier decides to increase its prices

“The goal is to break these dependencies and strategic costs of the suppliers,” summarizes-t-one in Bercy. The project is supported by private actors, policy has played a leadership role and facilitation of discussions, which have lasted for over a year and a half.

Cloud Act

The cloud market is today dominated by four global players: the us, Microsoft Azure , AWS Amazon, Google and the chinese Alibaba. However, since the “Cloud” Act, signed in 2018 in the United States , the american administration may ask the u.s. companies to deliver data to their customers, including those stored outside the United States. European companies have, therefore, urgently need an alternative, at least for their most sensitive data.

up to now only these major global players appear as the most attractive offering companies a simple solution, encompassing a multitude of services. “Gaia X will deliver more visibility to the european offers existing and readability for the user companies,” summarizes Yann Lechelle, CEO of Scaleway. Supported by the european Commission, the project has the vocation to be open to all european States which wish to join.
