The report talks about the ‘failure’ of the responsible persons in the protection of the athletes and accuses former boss Scott Blackmun and head of sport Alan Ashley of passivity. They would already be in 2015 by turnbaas Steve Penny has been advised of the abuse, but no action have been taken. Also, they shared the information with others in the organisation, making the abuse even as long as two years went by.
