It is the objective of the Federal government: at the beginning of 2020, all ministries should be converted to digital – but most don’t make it.
It was a late April evening in the year 2013, since the Bundestag decided to take the big step forward for modern government work. The short title was: E-Government act. The contains in the inconspicuous paragraph six of this requirement: “The Federal authorities should keep their records electronically.”
Instead of stamps, circulation, binder, and hanging files, there should be, in the future, electronic files transfer and management. You wanted networked, transparent, effective, and safe. The FDP Deputy Manuel Höferlin reasoned at the time, for the black-yellow Federal government is the introduction.
E-file.as of January 2020
And because it lasts and it is expensive, up from the usual work processes with paper files will be a modern digital administration, there were in the year 2013 with a solid transition period: The E-file from 1 start January 2020 planned, so in ten months. Then all the Federal ministries and their business should be digital.
half didn’t make it
But of the 14 ministries plus the Chancellery, not even half will provide the on-time of full Transition to the E-file, this is the result of a query by the ARD-capital Studio.
Already on the E-file development aid, transport, Economics and the Federal Ministry of education and research are changed. Not quite as far, but are expected to to date, done by the Federal environment Ministry and the Federal Foreign office. The Federal Ministry of Finance refers to a 15 years of running an electronic Search and filing system, the Transition to the E-file will be tested this year, then gradually introduced. The Federal Ministry of justice, it creates the date “predominantly, if not completely”.
argues The Federal Chancellery, that the introduction of the E-file is an ongoing process.
And the Federal Chancellery? It is this Interpretation provides: “the introduction of The E-file is carried out at a reporting date, but is an ongoing process. This is to be completed for the Federal Chancellery in the course of the year 2020.” The Federal Ministry of defence has its own, the “documents management system for the German armed forces” for 15,000 people. Only after two further expansion 2021 stages, starting, to the E-file 190,000 users in the Department are available.
And the Federal Ministry of the interior? This is on the one hand, responsible for the E-file Federal, a kind of modular system for the electronic files of government ministries and agencies. This E-file Federal is, however, tested only since the end of 2018 and by the end of this year in two ministries and three business-area authorities as a pilot project and then implemented.
the delay was only to be expected
And that’s exactly why most of the ministries reported that their authorities, the E-file to 1. January 2020 not because they are waiting for the availability of the E-file Federal government – so too is the entire Federal state Ministry of economic Affairs. Delay Yes, argues the Federal Ministry of the interior, but: “The provision in § 6 EGovG was intentionally formulated with an ambitious target date (1.1.2020), even if it was foreseeable that a 100% implementation to date would hardly be achievable.”
the Best example is the Federal Ministry of the interior. It argues that the current planning, all the business authorities of the BMI will be introduced until 2021, the E-file.
If you was too late introduced, will help the E-file then, at least, solid to save paper? No reliable estimate is possible, it was said from all departments, specifically, only the Federal Ministry of health. Currently, the new building will be built in Berlin, and there is no area for the storage of paper files.
