It was January, 2018. The 63-year-old Daniel Cuevas was on the way home from her job at a retirement home when he saw a grenade on the ground. He thought it was a toy and lifted it up. When blown up, killed him and injured his wife.

Daniel Cuevas’s hand was one of the 116 that exploded in Sweden in the criminal context, since 2011. ”It is extreme in a country that is not in the war”, says detective superintendent Gunnar Appelgren to the SVT.

Also in regard to the firings stand Sweden out greatly. As the DN’s series of articles about gang violence showed in november it will be ten times as common for young men shot to death in our country than in Germany. This is despite the fact that organized crime, drugs, gangs, and clans are available as well there as here. As well as poverty, flyktinginvandringen and segregation, which are other common explanations to serious violence.

”Extremely, in a country not engaged in war.” The sentence is far from what we used to say, just a decade ago – ”it does not happen in peaceful Sweden”. It is incomprehensible that we allowed it to lapse so far.

if there is anything coarser gängvåldet among Swedish criminals it is a sentence that recurs: the third man is affected very rarely.

Certainly, we ourselves wrote it. And the phrase contains an absolute measure of truth. Sweden is still a safe country. The serious violence that are circulating among criminals, mainly in the ”prone areas”, affecting directly usually only to themselves.

It is new times now. But the situation is not hopeless, and the society is not powerless.

But Daniel Cuevas was the third man. There was also an exchange student from the Netherlands, who a week later was injured when someone opened fire at a pizzeria in Uppsala. It is all the relatives to gängvåldets victims. It is all those who live in areas where the organised criminal was able to build up their brottskarriärer. The people who are held in a kind of constant concern that are robbed, beaten, blackmailed, threatened – or perhaps to see something and be forced to take the risk to testify in court.

”the Third man are affected very rarely.” It is time that the thesis be reassessed and relegated to another time. Criminal gangs are not just a concern for themselves, but for society as a whole.

as the Police by named Anders Thornberg, formulates in a letter to the department of justice from 26 november. It contains a number of concrete advice to municipalities, county councils and government authorities. Some examples:

the Problem with newcomers who becomes criminal, must be investigated. Customs should get more money to find contraband weapons and drugs. Preventive measures for children at risk must be put into the past and also crimes committed by young people under 15 must have consequences.

to be activated, as well as the authorities who do not formally work with law enforcement and crime prevention. The latter is an important marker for precisely how the whole of society must engage in the fight against organized crime.

It is new times now. But the situation is not hopeless, and the society is not powerless. There is a high proportion of Malmö’s population that plague the lives of the majority, and the police know who they are, ” said the american kriminologen David M Kennedy when he visited the city in the last year.

huge, much stronger than the perpetrators. It may suffice now.
