Elisabeth Borne first called on companies to “collective responsibility in terms of energy savings”, specifying that it was necessary “to act faster and stronger” in the face of the joint events of global warming and the increase in energy price. It was therefore by a constraint of common sense that she began her speech, believing that the time was no longer “for half measures” and “every man for himself”.

Then, she invited each company to establish, from September, “its own sobriety plan”, in order to reduce its energy consumption by 10%. A “first assessment” of these different plans would be made in October, before the arrival of the winter period. Because the Prime Minister does not hide it, companies would be “the first affected in the event of rationing”. This is why she asks their representatives to “prefer the savings chosen to the cuts suffered”.
