The president of the Republic, presented on 26 may, its plan to support the automobile sector. The decree of application of the envisaged measures has just been published. The bonus ecological as well as the premium to the conversion are for the time being “provisional” in six months : this is the case, for example, premiums and bonuses, which will close on 31 December 2020, the new premium to the conversion relating only to the 200,000 first vehicles. But also, this bonus is subject to a ceiling on the value of the vehicle of 45,000 euros. This is a real bad news because of the profile of vehicles produced. In fact, hybrid vehicles or electric products in France are mostly high-end vehicles (out of the Renault Zoe) : we think of the Alpine A110 produced at the Dieppe factory, the 3008 hybrid in Sochaux, the DS 7 Crossback hybrid to Mulhouse. On the contrary, the smaller vehicles are primarily products outside of the Hexagon. Thus, the production of the Renault Clio, the Citroen C3, the Peugeot 208 is a party as the Renault Twingo in Slovenia, Renault Megane in Spain, etc, It follows that the support plan for the cars existing power and small hybrid is likely to contribute to the cars stored imported at the expense of the “Made in France”. The ceiling of 45.000 euros is counter-productive.

As for individuals whose RFR exceed 18,000 euros, they will only have access to the old version of the premium, the amount of which and the conditions had been revised drastically in July 2019. The premium, in addition to being limited in time (31 December), will be limited in its target : no more than 200,000 vehicles… sales surplus will fall in the former device, less advantageous. To overcome this difficulty and show that the real target are the “rurbains”, communities which institueraient voluntarily a bonus of the premium to the conversion in the areas with low emission will be accompanied by the State will double this bonus within the limit of € 1000, without limitation as to time. So, it is a mechanism specific to rural areas, which is not intended for dense urban, where it would be needed the most. The criteria for disposal are extended to vehicles Crit’air 3 (gasoline prior to 2006 and diesel prior to 2011).

In addition, the new premium to the conversion targets only very partially used vehicles, even as the French about four each year, in fact, the acquisition. The package of measures taken by the decree of may 30, 2020 does not impress. They are in any case much less powerful than those implemented in Germany (plan of 130 billion euros of 3 June) with the decrease of VAT from 19% to 16% to the normal rate until December 31, 2020 and increased bonus green for the purchase of an electric vehicle from 3000 to 6000 euros. In fact, the decrease of 3 percentage points of VAT the standard rate will mechanically lower the prices of the vehicles themselves over the entire fleet, instead of targeting the households of the most modest in attempting to solvabiliser their acquisition of smaller vehicles, little products in France (unlike the hybrid non-rechargeable : Toyota Yaris, etc). These measures will cover in addition to engine electrical but also thermal, while the devices introduced in France primarily target the electric vehicles, which are heavily subsidized so that they do not represent today only a small part of sales (2% of sales in 2019).
The French plan, too much try to categorize the acquirers, not redynamisera not the market once the stock of unsold exhausted.
