The Bank of Spain maintains the capital requirement for banks and has agreed to leave the countercyclical buffer unchanged at 0% during the third quarter, but warns of the risks in the real estate sector.
The countercyclical buffer, subject to quarterly review, is one of the regulatory innovations that emerged after the financial crisis of 2008. It is an instrument available to supervisors that seeks to ensure that banks accumulate capital in boom phases
