DEBATE. The housing market is in a serious mode. We have, since the autumn of 2017 seen falling house prices in Sweden. During the current year, prices have stabilized, but the financial supervisory authority believes that the risks of a greater slowdown in the housing market remains elevated.

In Stockholm, where the housing shortage is greatest and 636 000 people standing in the queue, where the number of started apartments in the county 43 per cent fewer first half of 2018, compared with the first half of last year.

Almost a quarter of all young adults be forced to stay at home,

There is an urgent need for comprehensive national reforms in the field of housing. The housing shortage strikes at the entrepreneurship, growth, jobs and integration. The discontent and frustration is growing among young people, families with small children and the elderly, which has been increasingly difficult to find a home.

Stockholm county the proportion of overcrowded families with children increased by almost ten percentage points since the 80’s, and today every third family with children, the white. We also see that almost a quarter of all young adults be forced to stay at home with their parents because of housing shortages.

It required extensive national reforms to the municipalities will be able to build more homes faster

the Problems on the Swedish housing market are serious. The municipalities have a statutory duty to provide housing. In the city of Stockholm, we have set high ambitions for the construction of housing with 10 000 low-carbon homes per year by 2025, of which half must be rental units.

at the same time, substantial national reforms to the municipalities kralbet will be able to build more homes faster, and, ultimately, to lower housing costs. Sweden therefore needs a government that has a reform agenda for the housing market high on the agenda.

I demand that the housing and real estate mayor of the city of Stockholm among others, the following national reforms:

Scrap unnecessary rules. the Way from the idea to the habitable dwelling must be significantly shorter. Today, it is a long and complicated process, and many projects will be delayed and more costly. Why must the next government to implement further simplification in the planning and building act and by the Swedish building code for residential buildings can be built faster, cheaper and with greater flexibility.

review flyttskatterna. the Situation in the housing market will require increased mobility and better functioning of the flyttkedjor. In a first step, the ceiling for the deferral to be removed and uppskovsräntan be reduced. But in order to increase mobility in the existing stock also need to flyttskatterna be reviewed. Norway has a model where young people have the opportunity to save money for a home of their own with separate and favourable conditions, it is something that urgently should be investigated.

Make it easier to rent out in the other hand. of private Individuals and leasing of the own dwelling is an important opportunity to obtain more efficient utilization of existing stocks. The standard deduction should be raised, and the sublease is exempt from tax for the portion of the housing, in particular in the larger cities. Bostadsrättsinnehavarens position must be strengthened so that more get the permission to rent out their homes in the other hand.

Snabbutreda the latest amorteringskravet. the Swedish debt ratio is at a record high, and the starting point must continue to be to reduce the household debt. The latest tightening up of the amorteringskravet was introduced at a time when the market was already on the decline, and may have contributed to a dampening effect on the Stockholm housing market. The effects of amorteringskravet therefore need to be thoroughly investigated.

A new government need to matter how it looks, increase the reformtempot. Otherwise, the risk is more overcrowded families, longer bostadsköer, fewer young people getting their first home and even greater challenges for integration. I will locally to do what I can to counteract this, but I need a reformvillig and energetic government to cooperate with.

Dennis Wedin (M), the Housing and real estate mayor of the city of Stockholm
