Just cheered CVP-Ständerat Pirmin Bishop before the Federal court in Lausanne, now he’s doing it, the abolition of the marriage penalty. He may not even wait until the Federal Council has decided how it goes with the marriage penalty-an Initiative of the CVP – after the Federal court had declared the vote invalid. Next week Bishop wants to move the economic Commission of the Council of States (WAK) to launch a counter-proposal.

In the WAK is proposed a template of the Federal Council, with the help of the tax marriage penalty should be eliminated: a married couple, a rich will therefore continue to be only a tax return. The authorities then but it is not only a common predisposition, but also how the taxation of cohabiting couples. The couple has to pay at the end of the lower of the two amounts.

“A framework that can be used to work”

For Bishop would be not only a “viable option” to eliminate the Problem. It would even be the “fastest and best way”. The Commission, he wants to make now popular, that the Federal Council expresses its solution as an additional message with regard to the Federal court’s judgment in the WAK. “Then we would have a sort of indirect counter-proposal.” How serious Bishop shows that he has recognized as President of an Open meeting of the WAK.

A counter-proposal is also for CVP-Ständerat Stefan Engler “an Option”. The Federal Council template offer “a framework that can be used to work”. The CVP stands councils, but it’s not just about the marriage penalty. With a successful counter proposal, the party could draw also their Initiative, which is now in its own ranks highly controversial – because marriage is reduced in the Text to a community of life between a woman and a man.

SP and FDP, the CVP emergence

However, it is very doubtful whether the Bishop goes to Plan. “The question of the marriage penalty is not so Central. Therefore, we need to help the CVP from the case,” says SP-Senate Roberto Zanetti. Also SP-President Christian Levrat shows itself unimpressed by the re pending marriage penalty Initiative. “In a second vote no Chance,” he says. The CVP must therefore develop together with the social Democrats a new template. “Any solution which goes in the direction of individual taxation, is not sustainable.”

Also from free sense to the CVP can expect no help. FDP-councillor Andrea Caroni has great reservations with regard to the Federal Council template, as this piece is about cohabiting couples disadvantaged. “We have to be careful that we create in an attempt to relieve some married couples for tax purposes, is not a new injustice,” he says. Like the SP, the FDP wants to introduce rather the individual taxation. The CVP, however, want to know nothing about it. “This makes the search for a compromise in the Form of a counter-proposal difficult,” says Caroni.
