The deficit of the pension system the French should approach 30 billion euros in 2020, due to the crisis of the Covid-19, according to a provisional estimate published on Friday by the Council of orientation of the pensions (COR). According to the projections of the HORN, the balance of the pension system would be in the end of the year to -29,4 billion euros, instead of -4,2 billion euros initially planned.

This sharp decline, of more than 25 billion euros, is explained by the fall in revenue (-25,7 billion), relating to reports, and exemptions from dues and the judgment of “whole swathes of the economy” over the last few weeks. The revenue should thus be constrained to 310,8 billion euros, says the NRC. This degradation is not offset by a decrease in expenditure of the order of 500 million euros : they would reach 340,2 billion euros, in total. A difference that is related to the high mortality observed in recent months in the elderly.

In addition, on 11 June, the NRC estimated that the average pension net will increase by 1.2%, while the average net income will decrease by 5.3 per cent between 2019 and 2020. This change will increase the average standard of living of pensioners, which would increase of 104.8% of that of the whole population, last year, to 110.3% in 2020.

Attention however, the COR warns that these estimates are likely to evolve significantly over the next few months. “The first assessment” is, in effect, “marked by very high uncertainties on the statistical balance sheet is still provisional of the excess mortality,” but also on “the future of the disease and the economic effects of the crisis by the year 2020”, he recalls.
