NCTV Report: Terror Threat Slightly Increased, Second-Highest Level Maintained
The terrorist threat in the Netherlands has slightly increased in recent months. The threat level remains at 4 (substantial), according to the National Coordinator for Counterterrorism and Security (NCTV) Aalbersberg in his biannual Threat Assessment. Level 4 indicates a realistic chance of an attack in the Netherlands, making it the second-highest category. Last year, the threat level was raised from 3 to 4, marking the first increase in four years.
Jihadism remains the primary threat, with supporters being influenced by propaganda showing the war in Gaza and alleged “violations of the Quran” in the Netherlands. Such imagery has resulted in preparations for or actual terrorist acts in the Netherlands and other parts of Europe. Networks in Europe also continue to pose a terrorist threat, with some operating independently and others in contact with IS groups in other regions.
The NCTV also highlights the ongoing threat of violence from young individuals within the right-wing extremist online community. Ideological beliefs appear to be less significant, as these individuals are driven by a desire for violence and shock value, leading them to engage with right-wing extremist chat groups online. The report mentions that the “right-wing extremist landscape” primarily consists of groups aiming to normalize their ideology and promote the resilience of the “white race” through physical training. While these groups may be small, they have a significant online presence.
The acceptance of these ideas could result in increased intolerance towards the government and potentially lower the threshold for the use of violence. The report also addresses the impact of statements made by the “anti-institutional movement,” which fuel distrust in democratic institutions and undermine confidence in the democratic rule of law. A minority of “sovereign citizens” in the Netherlands are willing to resort to offensive violence.
Regarding left-wing extremism, the NCTV notes a limited violent extremist or terrorist threat in the Netherlands. While this movement tends to be more activist in nature, there have been instances of more aggressive actions, such as left-wing extremists participating in pro-Palestinian demonstrations at universities that resulted in violence against the police.
The NCTV anticipates that the formation of a right-wing government could lead to increased activities by extremist left-wing groups.
